9.2 Main directions of social state policy of the Republic of Kazakhstan


Social protection and support of the population.

The State policy in the field of social protection includes support for low-income citizens, pensioners, disabled people and other vulnerable categories of the population. Government benefits, subsidies, and affordable housing programs are important tools.

Kazakhstan implements the following measures to support the population:

- social benefits – pensions, disability benefits, survivor benefits, and unemployment benefits;

- targeted social assistance (TSA) – support for low-income families depending on their income level;

- employment programs – promotion of employment, training in new professions, entrepreneurship support programs;

- benefits for large families – additional payments, preferential housing, free medical care;

- housing development – state programs on affordable housing, such as «Bakytty Otbasy», «Shanyrak» and others.

- social health services – free health insurance for socially vulnerable categories of citizens.

Development of healthcare.

One of the priorities of social policy is to improve the health care system. Kazakhstan implements programs to improve medical services, develop infrastructure and digitalize healthcare, which increases the availability and quality of medical care.

Family support and demographic policy.

The state policy is aimed at stimulating the birth rate, supporting young families, and improving the living conditions of children and mothers. Programs such as «Bakytty Otbasy» and «Ulttyk Zhoba» contribute to improving the standard of living of families and ensuring their stability.

State programs to improve the quality of life of citizens.

Key strategies include initiatives to increase employment, improve working conditions, support small and medium-sized businesses, as well as programs for affordable housing and social adaptation of young people.

Kazakhstan implements a number of state programs aimed at improving the quality of life of its citizens:

- «National Healthcare Development Project» – modernization of medical infrastructure, digitalization of healthcare and improving the availability of medical services.

- «Digital Kazakhstan» – introduction of modern technologies in the sphere of public services, education, healthcare and economy.

- «Bakytty otbasy» – support for large and low-income families, providing affordable housing.

- «Enbek» (Program for the development of productive employment and mass entrepreneurship) – promotion of employment, training in new professions, support for entrepreneurship.

- «Affordable Housing-2025» – providing citizens with affordable and social housing.

- «Auyl-El besigi» – development of rural areas, improvement of infrastructure and living conditions in the regions.

The new social policy of Kazakhstan is an important aspect of the large-scale changes announced by the Head of State. Its main goal is to increase the well-being of every family and form the basis for improving the quality of life, forming a new social contract between the state, business and citizens. The basics of these changes are reflected in the Social Code of the Republic of Kazakhstan[111].

Social state policy of the Republic of Kazakhstan is the most important tool for ensuring the country's sustainable development. It is aimed at creating comfortable living conditions for citizens, protecting socially vulnerable groups and ensuring equal opportunities for all segments of the population. The key areas of this policy are social protection, family support, health care development, improving the quality of education and preserving cultural heritage.

An important role is played by the interaction of the state, business and society in the implementation of social initiatives. State programs aimed at improving the quality of life contribute to reducing poverty, increasing the level of employment and improving the living conditions of the population. Modern approaches to social policy, including digitalization and innovation, make it possible to increase the efficiency of providing social services.

In the future, Kazakhstan will continue to improve its social policy, focusing on international standards and best international practices. Strengthening the social protection system, modernizing healthcare, and developing the human capital and cultural potential of society will contribute to the country's sustainable socio-economic development. Thus, social policy will become the basis for the formation of a prosperous, educated and culturally developed society that can adapt to the challenges of the modern world.
